Anie: resources and manpower needed to complete TLC network infrastructure

Anie on TLC networks: nearly 20,000 additional resources are needed to realize planned investments by 2026, 40% of which is manpower needed by "civilian" teams, which are the ones that are hardest to find

Anie presented a package of six proposals to recover the labor gap, training, and fiscal measures to support companies in the telecommunications supply chain. This was done through Luigi Piergiovanni, president of the TLC System Integrator Group (pictured), who recalled, "We need extraordinary and temporary measures related to the development of the PNRR, if we consider that 10 percent of the value of the 5.5 billion euros of tenders allocated is barely enough to cover the cost of technical means to carry out the work and that, as of today, an excavator requires eight to 10 months of waiting for procurement and as many are needed for a truck. While on the training side, six are needed for a traditional installer, 14 for an Enel installer, and between six and eight to train a splicer." Nearly 20,000 additional resources are needed to realize the planned investments by 2026, 40 percent of which are manpower needed by the "civilian" teams, which are the ones that are hardest to find.

The electrical and electronics industry, the second largest manufacturing industry in Europe with 76 billion euros in turnover and 500,000 employees in 2021, is ready to offer the best technological solutions to target digitization in the construction, transportation, energy and industrial markets, but critical issues in the system need to be overcome. "The digitization of the country passes through the infrastructure and therefore, we need to hurry to achieve the goals of the PNRR and we need to address with institutions and operators the issue of the gap of qualified human resources to target the realization of investments in ultra-broadband," recalled the Director General of Federazione Anie, Maria Antonietta Portaluri.

The points proposed by Anie

  • Reopen migration flows for the TLC and Metalmechanics sector and stimulate bilateral agreements with major non-EU labor-supplying countries
  • Refunds to address price increases suffered by the supply chain and indexing of contracts to counter market volatility
  • Grant funding for the purchase of the means and equipment to implement ultra broadband and for training newly hired staff
  • guarantees on advance payments on public contracts even if not directly awarded
  • Shorter payment terms and access to forms of debt settlement on favorable terms
  • Waiver of the VAT regime of Split Payment or Reverse Charge for the billing of ultra-broadband implementation works and abatement of the IRES/IRAP rate.
