TheRES Observatory carried out by ANIE Renewables based on Terna's Gaudi data, for the first quarter of 2021, indicates that new installations of photovoltaic, wind and hydroelectric power reach a total of 181 MW (+2% compared to Q1 2020) . The trends in the three areas vary: photovoltaics are positive (+32%), while hydroelectric (-79%) and wind (-31%) are negative. It must be considered, however, that the significant increase in photovoltaics is also partially attributable to the effects of the lockdown in March 2020. The analysis shows that PV in Q1_2021 achieved an increase of +14% compared to Q4_2020, in contrast to the previous decline. Overall, in Q1_2021 RES still achieved a positive result of +4% thanks to the contribution of the photovoltaic sector.

In the report, Anie Rinnovabili reiterates its concern about the difficulty of reaching the PNIEC targets in 2030: "The poor results of the last GSE call for tenders show that without a radical change of approach in the evaluation of RES projects for authorisation purposes, it will not be possible to reach the PNIEC targets by 2030 with only plants smaller than 1 MW, which account for 85% of the power of new plants commissioned in Q1 2021. Considering the current installed RES capacity of around 56.5 GW, at this rate of new installations, it will take no less than 53 years to reach the PNIEC targets, without taking into account the expected increase in the Green New Deal targets".

The association hopes that the advent of the new Ministry of Ecological Transition will lead to a change: the new Simplification Decree Law published on 31 May 2021 intervenes in a more organic and incisive manner on the subject of RES and ACCUMULTS, but Anie Rinnovabili asks that in the phase of conversion into law, further simplifications be made, to determine the management of the transitional period and modernise the parameters of the constraints in order to give greater driving force to the decarbonisation of the electricity sector.

Renewables data by sector

PV continues to grow in 2021 and raises the monthly average from 47 MW in 2020 to 50.5 MW. Installations of less than 10 kW account for 35% of total capacity, while those of up to 1 MW account for 96% of the total. Overall, just over 14,000 installations were connected to the grid.

The contribution ofwind power, on the other hand, is down 31% compared to 2020, with 23 MW distributed over 8 new installations. In terms of territorial distribution, most of the new connected power (96%) is located in southern Italy.

Hydropower was the worst performing renewable sector in Q1 2021, with a 79% decrease compared to Q1 2020.
